The investigation commenced in March 2023 when Maryland State Police intercepted a package containing approximately two kilograms of cocaine. This parcel, mailed from the Los Angeles area, was addressed to Clarke’s auto-repair business. Further inquiry by postal inspectors and other law enforcement agencies linked Cruz to the narcotics found in this initial shipment. The collaboration between various federal and state agencies, including the U.S. Postal Inspection Service, the Drug Enforcement Administration, the Maryland State Police, the Montgomery County Police Department, and the Prince George’s County Police Department, was crucial in dismantling the drug-trafficking organization.

Authorities identified a subsequent freight shipment in January 2024, also originating from Los Angeles and bound for Clarke’s auto-repair shop. Surveillance footage captured Cruz dropping off this shipment at a shipping company in California, and he was later observed traveling to Maryland to oversee its delivery. Investigators tracked the freight container to Dulles, Virginia, where a K-9 unit alerted to the presence of narcotics. A subsequent search warrant revealed two automobile transmissions containing 20 one-kilogram bricks of cocaine, totaling over 16 kilograms, concealed within their oil pans. Forensic analysis later confirmed the substance as cocaine.

Following the discovery of the substantial cocaine shipment, law enforcement executed search warrants at multiple locations. These included Clarke’s auto-repair shop in District Heights, his residence in Clarksburg, and Cruz’s hotel room in Capitol Heights, Maryland. At the auto-repair shop, an additional 502.4 grams of cocaine were found. Clarke’s residence yielded two more kilogram bricks of cocaine and $45,730 in U.S. currency. Further investigation uncovered evidence of nine prior freight shipments sent by Cruz to Clarke’s business, utilizing the same shipping company and a similar method of concealment.

In their plea agreements, both Clarke and Cruz admitted to their involvement in possessing nearly 22 kilograms of cocaine as part of this drug trafficking conspiracy. Both individuals face a mandatory minimum prison sentence of 10 years, with a maximum potential sentence of life in prison, along with supervised release for the remainder of their lives. Cruz’s sentencing is scheduled for June 18, and Clarke’s sentencing is set for July 24. This case is part of Project Safe Neighborhoods, an initiative aimed at reducing violent crime and enhancing community safety through collaborative law enforcement efforts.
