The CitiStat program, a pioneering initiative in data-driven performance management, helps city leaders deliver measurable enhancements in service delivery. This is achieved by diligently tracking key performance indicators, pinpointing operational obstacles, and ensuring that actionable steps are taken to address them. The program is guided by four fundamental principles, referred to as the “Four Tenets of Stat”: ensuring timely and accurate information sharing among all stakeholders, facilitating the rapid deployment of resources, implementing effective tactics and strategies, and maintaining a commitment to relentless follow-up and assessment.
By the close of 2025, each principal city agency had its own dedicated Stat session. These include the Baltimore City Fire Department (BCFD), the Baltimore City Health Department (BCHD), the Baltimore City Police Department (BPD), the Department of Finance (DOF), the Department of General Services (DGS), the Department of Housing and Community Development (DHCD), the Department of Public Works (DPW), and the Department of Recreation and Parks (BCRP), as well as the Department of Transportation (DOT). In addition to these agency-specific Stats, Baltimore hosted six additional cross-departmental Stat sessions in 2025: BCIT Stat, Clean Stat, Downtown Stat, Permit Stat, Workplace Safety Stat, and Youth Stat. The report emphasizes that each Stat summary is designed for public accessibility while maintaining data precision.
