A former contracting officer’s representative for the General Services Administration (GSA) has pleaded guilty to charges related to a bribery conspiracy, as announced by the U.S. Attorney’s Office for the District of Maryland. Lennie Lamont Miller, 60, of Brandywine, Maryland, admitted to two counts of conspiracy to commit bribery of a federal official. Court documents reveal that from 2018 to 2021, Miller allegedly used his position to steer federal project work to construction companies in exchange for cash and other valuable items.

The scheme involved two separate corrupt agreements. In one, Miller conspired with Christopher Brackins, 52, of Mt. Airy, Maryland, who owned a general construction company identified as Company A. Miller allegedly directed GSA federal project work to Company A by pairing it with prime contractors. In return, Brackins provided Miller with approximately $50,000 in cash and other benefits. These payments allegedly included a sum of $8,000 in cash derived from a fraudulently inflated employee bonus, and a $25,000 payment made in early 2021 through an intermediary’s air-conditioning repair business at Miller’s direction. These actions defrauded the government and undermined the integrity of the contracting process.
Miller also admitted to a separate conspiracy with James Tillman, 58, of Washington, D.C., owner of Company D. Beginning in early 2020 and continuing until mid-2021, Miller is accused of facilitating work for Company D on GSA projects in exchange for bribes. This included introducing Tillman to a prime contractor, Company C, and soliciting and accepting cash, a sports car, and moving expenses for his romantic partner from Tillman. Company A and Company D are general construction companies that performed subcontracting work on GSA projects. The GSA is a federal agency responsible for managing federal properties.
The consequences for the public include the erosion of trust in government contracting processes and the potential for inflated costs due to corruption. Taxpayer money may have been misused, and fair competition among businesses was compromised. Residents can report suspected fraud or corruption to the relevant Inspector General offices.
Miller faces a maximum prison sentence of 10 years and up to three years of supervised release. His sentencing is scheduled for Thursday, April 30, at 2 p.m. before U.S. District Judge Deborah L. Boardman. This development is part of a broader investigation into public corruption involving federal contracts.
James Tillman previously pleaded guilty to conspiracy to commit bribery of a federal public official in February 2025, with his sentencing set for Thursday, April 2, at 10 a.m. Christopher Brackins also pleaded guilty in April 2025 to conspiracy to commit bribery of a federal public official, wire fraud, and unlawful possession of a machine gun. Brackins is scheduled for sentencing on Thursday, August 6, at 10 a.m. The investigations were conducted by multiple Inspector General offices, including those from the GSA, Department of Defense, and Department of Homeland Security, along with the FBI.
