A Washington, D.C., subcontractor has pleaded guilty to bribing a United States General Services Administration (GSA) official in exchange for securing federal project work. James Tillman, 57, admitted to providing cash payments and other items of value to a former GSA contracting officer representative, referred to in court documents as Public Official A. The GSA is responsible for managing federal properties and overseeing government construction projects.

According to prosecutors, the bribery scheme took place in 2020 and 2021, during which Tillman funneled approximately $59,800 in cash and gifts to Public Official A. In one instance, he handed over $8,000 in cash in a parking lot in Clinton, Maryland. Later, at the direction of the official, Tillman purchased a sports car as part of the illicit exchange. In return, Public Official A facilitated federal construction work for Tillman’s company, allowing him to earn more than $100,000 in profits.
Tillman pleaded guilty to conspiracy to commit bribery and bribery of a federal public official. He now faces a maximum sentence of 20 years in prison, with an additional three years of supervised release. Sentencing is scheduled for June 2, 2025, before U.S. District Judge Deborah L. Boardman. The final sentence will be determined based on federal guidelines and other statutory considerations.

The case was investigated by multiple federal agencies, including the GSA Office of Inspector General, the FBI’s Baltimore Field Office, the Department of Defense Office of Inspector General, and the Department of Homeland Security Office of Inspector General. Acting U.S. Attorney Phil Selden commended the investigative teams and acknowledged the work of Assistant U.S. Attorney Joel Crespo and Department of Justice Trial Attorney Jonathan E. Jacobson in prosecuting the case.
