The alleged criminal activities attributed to Borovkov and his associates spanned from December 2020 to August 2024. During this period, the individuals are accused of working on behalf of Russia’s Main Intelligence Directorate of the General Staff (GRU) Unit 29155. Their alleged objective was to strategically benefit Russia by gaining unauthorized access to victim computers and deploying destructive malware and other disruptive actions. Federal arrest warrants were issued for Borovkov and his alleged accomplices on August 7, 2024, by the United States District Court in Baltimore, Maryland. The charges include Conspiracy to Commit Computer Intrusion and Damage, and Wire Fraud Conspiracy.
The scope of the alleged cyberattacks is considerable. The investigation indicates that the targeted computer systems included those belonging to the Ukrainian government, specifically those associated with critical infrastructure. Beyond Ukraine, the network of compromised systems reportedly extended to critical infrastructure in dozens of Western allied countries. The sophistication of the alleged operation is highlighted by the use of malware known as “WhisperGate,” which was allegedly employed to achieve the conspirators’ objectives. The FBI’s involvement underscores the national security implications of such widespread cyber intrusions.
Vladislav Yevgenyevich Borovkov is described as a white male with brown or dark blond hair and brown eyes. Information provided by law enforcement indicates that aliases or dates of birth used in connection with the case include October 7, 1997, and October 7, 1983. He is known to speak both Russian and English, which may be relevant to potential sightings or interactions. The fact that Borovkov is a fugitive from justice in the United States, with a significant international reach to his alleged crimes, places him among the most wanted individuals in the realm of cybercrime.
