A Baltimore man has been sentenced to a lengthy federal prison term for his involvement in a drug trafficking operation. Linnard Wortham, 41, of Baltimore, Maryland, will serve 140 months in federal prison, followed by five years of supervised release, after being convicted of conspiracy to distribute controlled substances and possession with intent to distribute controlled substances. The investigation, which commenced in 2023, involved a collaborative effort by several federal agencies tasked with dismantling the drug trafficking network. Authorities focused on a specific stash location used by the organization, an apartment within Baltimore. To monitor activity, investigators deployed a covert camera in the common hallway outside the apartment’s front door, allowing them to observe individuals entering and exiting the premises. The surveillance revealed a consistent pattern of short visits by various individuals, many of whom were observed leaving with bags that appeared to contain suspected drugs or concealed items consistent with kilogram-sized drug packages.

On October 11, 2023, surveillance footage captured the leader of the drug trafficking organization opening the apartment door, after which another individual exited with a large duffle bag. This individual was subsequently followed by agents as they placed the duffle bag into a sedan. The driver of the sedan then proceeded to Dolfield Avenue, where they parked next to an SUV identified as being driven by Linnard Wortham. The duffle bag was then transferred from the sedan into the trunk of Wortham’s SUV.

As agents maintained their surveillance, Wortham departed the area. Before law enforcement could initiate a traffic stop, Wortham abruptly halted his vehicle, exited, and fled on foot. Following a brief pursuit, agents apprehended Wortham. Concurrently, another team of investigators approached the abandoned vehicle, discovering the duffle bag in the trunk. This bag contained 19 kilogram packages of cocaine. Four cell phones were also recovered from the vehicle. A subsequent search warrant executed on Wortham’s phones uncovered text message exchanges with the drug trafficking organization’s leader, which corroborated the drug transaction observed by agents on the day of his arrest. The U.S. Attorney’s Office for the District of Maryland highlighted the contributions of the Drug Enforcement Administration (DEA), Homeland Security Investigations (HSI), Internal Revenue Service – Criminal Investigation (IRS-CI), Baltimore County Police Department (BCPD), Department of Public Safety and Correctional Services (DPSCS), and the Baltimore City Police Department (BPD) in the successful prosecution of this case.
