Pennsylvania boaters, anglers, and hunters are reminded that a state-wide cold weather life jacket requirement is now in effect. The Pennsylvania Fish and Boat Commission (PFBC) has announced that from November 1 through April 30 each year, all individuals on the water must adhere to specific life jacket regulations to enhance safety during the colder months.

The PFBC’s directive mandates that anyone operating a boat less than 16 feet in length, or engaged in activities on a kayak, canoe, or paddleboard, must wear a U.S. Coast Guard-approved life jacket. This rule applies to all Pennsylvania waterways while underway or at anchor. The commission emphasizes that even on seemingly mild days, water temperatures can remain dangerously low from late fall through early spring, posing a significant risk of cold-water immersion. Such an event can trigger involuntary gasping, leading to water inhalation, panic, and an inability to swim effectively. Wearing a life jacket is critical in these situations, as it can keep an individual’s head above water until rescue is possible.
Statistics from Pennsylvania boating accident reports indicate that a substantial portion of boating fatalities, nearly 80%, occur when individuals are not wearing life jackets. Following the implementation of the mandatory life jacket wear law in 2012, the PFBC has observed a significant reduction, approximately 50%, in boating fatalities during the cold weather period. Furthermore, the PFBC strongly advises individuals participating in ice fishing throughout the winter to always wear a life jacket. This precaution offers crucial protection in the event of an accidental fall through the ice.
