Frederick, MD – The City of Frederick has announced the appointment of two new managers to bolster its public affairs and reengagement initiatives. Jennifer Gerlock brings over two decades of experience in marketing, communications, and event strategy from both public and private sector roles. Her previous position involved directing communications for numerous national scientific conferences at the National Institute of Standards and Technology (NIST). She also has a strong local background, having served as Executive Director of Leadership Frederick County and Vice President of Marketing and Communications for the Frederick County Chamber of Commerce. In these capacities, she led a rebranding effort, launched the S.H.E. Week event series, and collaborated with Hood College to enhance the Leadership Frederick County program. Gerlock holds a Certified Government Meeting Professional (CGMP) credential.

Jason Francis steps into his new role with more than ten years of experience in youth services, community engagement, and program development. He will be responsible for overseeing the city’s reengagement and workforce readiness programs, including the forthcoming Frederick Youth Center. This center is a key project aimed at advancing the city’s objectives in equity, access, and opportunity. Previously, Francis worked as the Youth Services Coordinator for the Housing Authority of the City of Frederick, where he developed trauma-informed programs and initiated the Scholars in Motion college access program. He holds degrees in Theology and Divinity and is currently pursuing a Master of Science in Counseling at Hood College.
