According to a recent report from the Community Justice Action Fund (CJAF), Baltimore has been recognized for its substantial progress in tackling violence, securing the second-highest score nationally in the 2024 Violence Prevention Index (VPI). The city’s score of 85 reflects its innovative, public health-focused strategies for violence intervention and prevention, which are guided by Mayor Brandon M. Scott’s Comprehensive Violence Prevention Plan. This represents a significant improvement, with Baltimore’s score increasing by 13 points from 72 in 2023.

The report highlights a notable decrease in violent incidents within the city during 2024, with homicides dropping by 23% and non-fatal shootings declining by 34%. These reductions are attributed to increased investment in community violence intervention programs, focused deterrence efforts, and enhanced trauma support services. The positive trend has continued into the current year, with an additional 30.3% decrease in homicides and a 21.4% reduction in non-fatal shootings recorded as of October 8, 2025, building upon the previous year’s successes.
The Violence Prevention Index is a comprehensive national assessment that evaluates cities based on their programs, policies, and services aimed at reducing gun violence and other forms of violence. The VPI Report assesses municipalities across three key areas: intervention and risk factor reduction, addressing the underlying causes of violence, and the presence and effectiveness of local offices dedicated to violence prevention. Baltimore’s high ranking underscores the effectiveness of its multi-faceted approach, which integrates preventative measures with traditional public safety methods.
The progress made in Baltimore reflects a sustained commitment to a strategy that prioritizes community well-being and addresses the root causes of violence. Officials acknowledge that while significant gains have been achieved, the work towards creating a safer city for all residents is ongoing. The city plans to continue supporting and expanding the initiatives that have proven effective, aiming for further improvements in public safety.
