In his capacity as Principal Deputy Chief of Staff, Welsh will function as the second-in-command within the Governor’s office, directly supporting the Chief of Staff. As Chief Administrative Officer, he will be tasked with overseeing the daily operations of the executive branch. This will involve close collaboration with the Governor’s Cabinet and senior staff to ensure that state agencies are functioning optimally and are successful in implementing the administration’s strategic goals. A key component of his role will include continued oversight of the state’s procurement processes, policy development, and the Board of Public Works.
Welsh brings extensive experience in public service to these new roles. He has served as the Governor’s Deputy Chief of Staff since January 2024. Prior to that, he held the position of the Governor’s Board of Public Works Executive from January 2023 to April 2025. His career in state government also includes significant tenures with the Comptroller of Maryland, where he held various senior positions from 2015 to 2023. During his time with the Comptroller, he served as chief of staff from 2020 to 2023. Welsh holds a Master of Public Administration from the University of Baltimore and a bachelor’s degree in political science from Towson University. The Governor’s office has indicated that these appointments are aimed at strengthening Maryland’s economic diversification efforts and ensuring continued high levels of service for residents as the state navigates changes in its relationship with the federal government.
