The 39th Judicial District recently held Constitution Day celebrations in both Franklin and Fulton Counties, marking the occasion with ceremonies designed to engage students and the wider community in civics education. These events, organized in conjunction with the Franklin County Bar Association and the Fulton County Bar Association, are part of a broader initiative by the Pennsylvania Judiciary and the Pennsylvania Bar Association to promote civic understanding. Attendees at the events received pocket U.S. Constitutions and bookmarks, and were provided the unique opportunity to sign a replica of the Constitution with a quill pen.

In Franklin County, President Judge Shawn D. Meyers presided over the ceremony, which also introduced Officer Dudley, the county’s first court facility dog, a two-year-old golden retriever. The event highlighted the accessibility of Franklin County’s judicial center, including a dedicated “Sensory Room” designed for individuals with autism spectrum disorder or other special needs. The ceremony featured a rendition of the national anthem by Justin Shipp, with a keynote address titled “E Pluribus Unum: From Many, One” delivered by Judge Jennifer Rogers of the Court of Common Pleas of Luzerne County. Special musical accompaniment was provided by Judge Garrett Page of the Court of Common Pleas of Montgomery County.
The Constitution Day observance in Fulton County was led by Judge Mary Beth Shank of the 39th Judicial District Court of Common Pleas. Remarks were offered by retired Pennsylvania State Representative Paul Schemel, Pennsylvania Bar Association President Kristen Hamilton, and Fulton County District Attorney Eric Weisbrod. The McConnellsburg High School chorus contributed special musical performances. Both courtrooms were filled to capacity for the events, with participants expressing anticipation for future Constitution Day observances. The Court extended its gratitude to the Bar Associations for their support of civic education efforts, noting positive feedback from educators, students, and community members looking forward to next year’s events.
