U.S. Immigration and Customs Enforcement (ICE) has issued a detainer for the arrest and removal of a Cuban national currently in custody in Dallas, Texas, facing charges of murder. The individual, identified as Yordanis Cobos-Martinez, was arrested by the Dallas Police Department on September 10 in connection with a homicide.

According to information released by ICE, Cobos-Martinez, who is an undocumented immigrant from Cuba, has a prior criminal record that includes charges of child sex abuse, grand theft of a motor vehicle, false imprisonment, and carjacking. The arrest on September 10 stems from an alleged incident where Cobos-Martinez used a machete to behead a merchant after an argument. Reports indicate the victim was attacked in front of their spouse and child, and that Cobos-Martinez subsequently kicked the victim’s head. ICE has lodged its detainer with the Dallas County Jail, where Cobos-Martinez is currently being held.
Cobos-Martinez had a previous final order of removal to Cuba. He was most recently held in ICE Dallas custody at the Bluebonnet Detention Center before being released on an Order of Supervision on January 13, 2025. This release occurred under the current administration. ICE stated that the release was due to Cuba’s refusal to accept his return, citing his criminal history as the reason for the refusal.
