Berkeley County, originally formed on May 15, 1772, encompassed territories that now constitute Jefferson County and a substantial portion of Morgan County. Martinsburg served as the county seat for this gateway region of the Shenandoah Valley before the establishment of Jefferson County in 1801 and Morgan County in 1820.
