Davis brings over a decade of experience in Baltimore City government, where he previously served as Deputy Chief of Staff in the Mayor’s Office. His most recent role was as Vice President and Chief of Staff for CareFirst BlueCross BlueShield, a prominent not-for-profit health care organization. In this capacity, he was instrumental in shaping organizational strategy, advancing key initiatives, and fostering alignment across various projects to support the company’s mission. Davis’s background includes significant contributions to public service and community engagement. He has been involved with transition teams for Governor Wes Moore, Baltimore City Mayor Brandon Scott, and Baltimore City Council President Zeke Cohen. Furthermore, he has held appointments to the Baltimore Regional Water Governance Task Force, the Maryland Economic Development Corporation (MEDCO), the Baltimore Regional Transit Commission, and the Baltimore Convention & Tourism Board, demonstrating a broad commitment to the state’s economic and infrastructural development. Davis holds an undergraduate degree from Norfolk State University.
