A group known for anonymously criticizing Maryland Governor Wes Moore’s policies has officially registered as a Political Action Committee (PAC) with the Federal Election Commission (FEC). The newly formed “NoMoore PAC” can now legally accept donations as it continues its mission to oppose the policies enacted by Governor Moore. This registration follows a period of scrutiny and investigation into the group’s previous anonymous activities.

The formation of the PAC marks a significant shift for the “No Moore” campaign, which had previously operated without formal organizational status, relying on anonymous online communications to voice its dissent. This anonymity had drawn the attention of the Maryland Democratic Party, which filed a complaint alleging violations of campaign finance laws due to a lack of proper disclosures on the group’s website and social media. The complaint suggested that the “No Moore” campaign might have exceeded the $5,000 threshold requiring financial reporting. The group’s prior stance was that it operated independently, utilizing personal resources and having no affiliation with any political campaign.
The registration of “No Moore PAC” with the FEC, filed on August 28, 2025, allows the organization to solicit and receive contributions. According to the FEC filing, the PAC’s address is listed as 1390 Chain Bridge Road, Suite 515, McLean, Virginia, 22101. That address links to a private mailbox rental service called “Parcel Plus”, which also offers shipping and packaging services. The mailbox itself appears to be shared with other PACs or organizations, such as Protecting Americans Project Action Fund, the Think American Project, and American Excellence Foundation.
The filing also indicates that a person named Melodie Johnson serves as the Treasurer and Custodian of Records for the PAC, and is associated with several other organizations sharing that mailbox. The committee is identified as a hybrid PAC, meaning it possesses both contribution and non-contribution accounts, and has a registered bank located in McLean, Virginia.
This development comes in the wake of concerns raised by the Foundation for Individual Rights and Expression (FIRE) regarding an investigation in March into the anonymous “No Moore” campaign by the Maryland State Board of Elections. FIRE had argued that anonymous political speech, particularly concerning public officials, is a fundamental right protected by the First Amendment, referencing Supreme Court precedent. The organization warned that compelling individuals to disclose their identities or adhere to complex reporting requirements could stifle political expression online, especially in the digital age. The Maryland Democratic Party, however, emphasized the importance of transparency in political advocacy to ensure accountability. The State Board of Elections had not announced any formal actions regarding the complaint prior to the PAC’s official registration.
With its new PAC status, “No Moore” is now positioned to operate more formally in the political arena. Residents of Maryland, particularly those who may share the group’s opposition to Governor Moore’s policies, may now have an avenue to financially support its advocacy efforts. Conversely, the increased transparency afforded by PAC registration will allow for greater public understanding of the group’s funding sources and financial activities. The implications for future political discourse in Maryland remain to be seen as the formally organized “NoMoore PAC” begins its operations.
