A Baltimore man has entered a guilty plea for his involvement in a drug trafficking conspiracy that involved possessing a significant quantity of cocaine. Desmond Jones, 45, of Baltimore, Maryland, pleaded guilty to charges of conspiracy to distribute controlled substances and possession with intent to distribute controlled substances. The investigation, which began in 2023, involved a collaborative effort between multiple federal agencies, including the Drug Enforcement Administration (DEA), Homeland Security Investigations (HSI), and the Internal Revenue Service – Criminal Investigation (IRS-CI), alongside the Baltimore County Police Department and the Baltimore City Police Department. Authorities became aware of Jones’s participation in the organization after identifying him through his connections with another member, identified as Co-Conspirator 1 (CC-1), a resident of California.

Surveillance operations conducted in August 2023 revealed a pattern of activity at CC-1’s Baltimore City residence. Investigators observed numerous individuals, including Jones, meeting with CC-1 and leaving with bags that appeared to be weighed down, consistent with drug trafficking activities. On multiple occasions, Jones was seen arriving at the residence with large bags, which were notably smaller when he departed. These exchanges coincided with observations of CC-1 possessing bulk currency and making bank deposits. Following these observations, CC-1 left Baltimore.

A week later, CC-1 returned to Baltimore from California, prompting investigators to establish surveillance at Baltimore Washington International Airport (BWI). CC-1 was observed renting a car and driving to his Baltimore City residence. Concurrently, another surveillance team monitored a known stash location in Timonium, Maryland, believed to be associated with Jones. Co-conspirators were seen transporting large duffle bags, suspected to contain drugs, into this location.

Prior to the arrival of these duffle bags, Jones was observed leaving the Timonium stash location in his Dodge Ram. He was followed by investigators as he drove to CC-1’s Baltimore City residence, where he picked up CC-1. The pair then traveled to a “Park-and-Ride” lot in National Harbor, Maryland. There, CC-1 exited the vehicle and met with another co-conspirator, who arrived in a separate vehicle. After a brief interaction, both vehicles departed the lot. Jones and CC-1 returned to Baltimore, with investigators continuing to follow them to the Timonium stash location.

Upon arriving at the Timonium location, Jones and CC-1 exited the Dodge Ram and began unloading the duffle bags. Investigators approached the two individuals and observed a large tear in one of the duffle bags, revealing kilogram packages of cocaine. Law enforcement then seized the duffle bags and detained Jones, CC-1, and a third individual present at the scene.

The search of the stash location yielded additional evidence, including another duffel bag and a backpack containing a total of 32 individual kilogram packages of cocaine. The site also contained equipment used for processing bulk drugs, such as a kilo press, cutting agents, quick cappers, digital scales, and sifters. In addition, authorities discovered suspected marijuana, cash, a money counter, and two firearms: a .45 caliber Auto Springfield handgun with a defaced serial number and a .45 caliber Taurus handgun. Personal documents belonging to Jones, including vehicle registration, a bank statement, and mail, were also recovered.

In his plea agreement, Jones acknowledged his role in possessing the 75 kilograms of cocaine as part of the drug trafficking conspiracy. He faces a mandatory minimum prison sentence of 10 years, with a maximum penalty of life imprisonment. He will also be subject to a period of supervised release following his incarceration. Sentencing for Jones is scheduled for November 18.

This case is part of an ongoing investigation by the Organized Crime Drug Enforcement Task Forces (OCDETF), a program designed to disrupt and dismantle major drug trafficking operations.
