A Rosedale, Maryland woman has been sentenced to six years in federal prison for her role in a conspiracy to distribute controlled substances and launder money. The case against Terry Allen, 57, of Rosedale, began in 2022 when the FBI discovered she had received over $270,000 from an individual under investigation. Further inquiry revealed that Allen was supplying this individual with diverted prescription drugs. This led to her identification as the leader of a drug trafficking organization that was responsible for flooding the Baltimore area with thousands of diverted oxycodone pills between 2022 and 2023.

Allen’s operation utilized a network of “pseudo-patients,” individuals recruited to attend “pill-mill” clinics with fabricated pain complaints to obtain prescriptions for Schedule II controlled substances. These pseudo-patients would then provide their oxycodone prescriptions to Allen’s associates in exchange for cash or more oxycodone. Court-authorized interception of communications from members of the organization provided evidence of Allen’s extensive distribution activities, including discussions about drug inventory, managing pseudo-patients, and coordinating with her primary oxycodone supplier.

The investigation also uncovered Allen’s money laundering activities. Bank records indicated that between 2017 and 2023, she received and spent over $2 million, with drug transactions frequently occurring through peer-to-peer payment applications. In May 2023, law enforcement executed more than 30 search warrants, including one at Allen’s Rosedale residence. During the search, officers found approximately $39,380 in cash, drug ledgers, a calendar detailing pseudo-patient medical appointments, quantities of oxycodone, suboxone, and Adderall, along with a handgun and a shotgun, all linked to her drug trafficking.

Despite being arrested and initially released on home detention, Allen was found to be continuing her drug distribution. A subsequent search of her home in September 2023 uncovered prescription pill bottles belonging to pseudo-patients containing 200 oxycodone pills. Maryland Prescription Drug Monitoring Program records revealed that the conspiracy was responsible for the illegal redistribution of at least 3,000 kilograms of converted drug weight of oxycodone.

Allen was found to have sold a significant number of oxycodone pills of varying dosages, as well as Adderall pills, accumulating approximately $735,860 in proceeds from these sales. These proceeds were used to finance her drug operation, including paying the mortgage on her Rosedale property. At sentencing, the court ordered the forfeiture of Allen’s Rosedale home and imposed a $735,860 forfeiture money judgment.

This investigation was conducted as part of the Organized Crime Drug Enforcement Task Forces (OCDETF) program, which aims to dismantle high-level drug trafficking and money laundering organizations through a coordinated, multi-agency approach.
