The City of Frederick has launched a new initiative aimed at alleviating financial burdens for its senior residents, specifically by covering the costs associated with sidewalk repairs. This program targets homeowners who currently receive Frederick County’s Senior Property Tax Credit, which serves as an additional benefit on top of the State of Maryland’s Homeowner Property Tax Credit. The announcement was made by Mayor Michael O’Connor, who highlighted the city’s commitment to supporting seniors facing increasing financial challenges on fixed incomes.

The program is designed to streamline the process for eligible seniors. Each July, and again in October following the county’s application deadline for tax credits, the City’s Finance Department will furnish the Department of Public Works with a list of qualifying residents. When these individuals are scheduled for necessary sidewalk repairs, they will receive a notification specifically informing them of the work, with no payment expected from their end. Additionally, standard sidewalk repair notices issued by the City will now include information about the Senior Property Tax Credit to ensure that all eligible homeowners are aware of this benefit. The Mayor acknowledged the crucial role of resident advocacy in developing this program, commending Frederick resident Ed Ramsey for his collaborative efforts in advancing the initiative.
This new program is part of a broader strategy by the City of Frederick to lessen the financial impact of sidewalk repairs on its residents. In November 2024, the City implemented a lower-cost, less disruptive method for addressing trip hazards through its Sidewalk Repair Capital Improvement Project, partnering with Precision Concrete Cutting. This effort prioritized ADA compliance and equity by focusing on neighborhoods with the most significant needs. City staff are presently engaged with partners to develop proposals for comprehensive sidewalk surveys and repairs in additional areas, and the exploration of further cost-reduction measures for residents is ongoing.
Mayor O’Connor also took the opportunity to encourage seniors who have not yet applied for the relevant state and county tax credits to do so. The county program is available to homeowners aged 65 and older who meet specific income and eligibility criteria, acting as a supplement to the Maryland Homeowner Property Tax Credit. Applications for these tax credits can be submitted either online or in paper form through the Maryland Department of Assessments and Taxation.
