A Florida man has been sentenced to 20 years in federal prison for his role in a conspiracy to damage electrical facilities in the Baltimore region, as announced by the U.S. Attorney’s Office for the District of Maryland. Brandon Clint Russell, 30, of Orlando, Florida, will also serve a lifetime of supervised release following his sentencing by Senior U.S. District Judge James K. Bredar. The plot, driven by racially or ethnically motivated violent extremist beliefs, aimed to cause widespread power outages by targeting transformers in electrical substations.

Evidence presented during the proceedings indicated that Russell engaged in this conspiracy from November 2022 until February 3, 2023. He reportedly researched and shared open-source maps detailing the locations of critical infrastructure, including electrical substations. Russell had expressed the belief that a limited number of attacks on these substations could trigger a cascading failure, significantly impacting the power grid. He also discussed coordinating simultaneous attacks on multiple substations to maximize the damage.
Russell recruited Sarah Beth Clendaniel, 37, of Catonsville, Maryland, to execute the planned attacks within Baltimore and surrounding areas. Their objective was to disrupt and damage the energy infrastructure responsible for transmitting and distributing electricity, potentially causing a severe and prolonged interruption to the Baltimore regional power grid. The intended monetary loss from these attacks was estimated to exceed $75 million. Clendaniel had identified five specific substations as targets and discussed the potential devastation, suggesting that striking the substations would “completely destroy this whole city” and “permanently completely lay this city to waste.” Russell had also attempted to acquire a weapon for Clendaniel to carry out the operation.
In a related development, Clendaniel was previously sentenced to 18 years in prison, also followed by a lifetime of supervised release, for her involvement in the conspiracy. The successful disruption of this threat was attributed to swift and thorough coordination among law enforcement partners, including the FBI’s Joint Terrorism Task Force, the Maryland State Police, the Baltimore County Police Department, and the FBI Washington field office. The U.S. Attorney’s Office for the District of Maryland is actively participating in the Department of Justice’s “United Against Hate” community outreach program, which aims to foster trust between law enforcement and marginalized communities and encourage the reporting of hate crimes and incidents.
