Horton, II, have unveiled a 37-page booklet titled “Know Your Rights: A Guide to Understanding and Protecting Your Rights.” Designed to clarify that state and federal anti-discrimination laws remain fully in force despite shifts in federal policy, the guide offers step-by-step explanations of legal protections and avenues for redress under Maryland law.

Each section outlines who is covered, what behaviors constitute unlawful discrimination, and real-world examples of bias in practice.
Staffed jointly by the Attorney General’s Civil Rights Division and MCCR, the guide addresses widespread confusion stemming from recent federal executive orders, underscoring that no such order can nullify state statutes or enduring federal civil rights laws. It reaffirms Maryland’s commitment to equal access in housing, workplaces, schools, public spaces, and government services, emphasizing the continued availability of legal recourse for all protected groups.

Maryland residents who believe they have experienced discrimination can use the booklet to determine whether their rights have been violated and to identify the appropriate next steps. Complaints may be filed online via the Civil Rights Complaint Form on the Attorney General’s website or through the Maryland Commission on Civil Rights by calling 410-767-8600, emailing mccr@maryland.gov, or completing the Commission’s preliminary questionnaire.
The Civil Rights Division, launched on January 1, 2024, represents a historic expansion of the Attorney General’s authority to enforce anti-discrimination laws at the state level. Complementing this effort, the independent Maryland Commission on Civil Rights investigates a broad range of complaints—from employment and housing to public accommodations and health services—and pursues remedies that can include policy changes, restitution, and civil penalties.
