Rodney Gaines, 35, was convicted in April of conspiracy to distribute cocaine and crack cocaine, two counts of cocaine distribution, and possession of firearms in furtherance of drug trafficking. In addition to the drug charges, the court determined that Gaines ordered the murder of a man in Westminster in early 2022. This finding led to additional sentencing enhancements due to Gaines’s leadership role in the conspiracy and the use of violence and firearms in the commission of the crimes.

Law enforcement used wiretap evidence to build the case against Gaines, capturing conversations that detailed drug deals using coded language and revealing his coordination with multiple accomplices. The network distributed cocaine, converted powder cocaine to crack, and hid narcotics throughout the Westminster area, including burying them in wooded locations. A raid during the investigation uncovered more than $250,000 in suspected drug proceeds.

The federal jury found that the conspiracy involved over 280 grams of crack cocaine, triggering a mandatory minimum sentence of 10 years, which was significantly increased due to the violent and organized nature of the operation. Evidence also indicated Gaines actively sought firearms through his co-conspirators in the days surrounding the January 2022 homicide.

Residents of Westminster and the broader Carroll County area can expect ongoing federal collaboration with local law enforcement to target organized drug distribution rings. The case serves as a reminder of the public safety risks linked to drug trafficking and highlights the severe legal consequences for those found at the center of such operations.
