Maryland residents can take pride in the recognition of several public safety professionals honored this week during the Maryland State Firefighters Association Convention. Members of the Office of the State Fire Marshal were acknowledged for outstanding service with awards that reflect both behind-the-scenes administrative excellence and brave fieldwork in life-threatening situations. These honors underscore ongoing efforts to strengthen safety and emergency response capabilities across the state.

Administrative Specialist Penny Doty was presented with the Commander’s Award for her vital role in facilitating multiple regional and statewide initiatives. Doty helped manage the transition of the Fire Fatality Report and the Fire Sprinkler Licensing Program while supporting the onboarding of new staff. Additionally, she led administrative operations for the Lithium-Ion Battery Safety Commission, coordinating its work under a recent legislative mandate. Her efforts improve operational reliability and safety regulation implementation, benefiting fire prevention programs statewide.
The Unit Citation was awarded to members of the Underwater Hazardous Device Team following their deployment after the Francis Scott Key Bridge collapse on March 26, 2024. The team assisted the Maryland State Police Dive Team in search and recovery operations, using remotely operated vehicles to examine debris and inspect the ship involved. Their efforts under harsh, dangerous conditions helped identify submerged vehicles and support investigations, playing a central role in one of the state’s most significant recent disaster responses.

Master Deputy Oliver Alkire received the State Fire Marshal Commendation for his multifaceted contributions during 2024. In addition to his duties as an investigator and K9 handler, Alkire served as the agency’s Public Information Officer, handling communications and publications across several platforms. He also contributed to training efforts and represented the state in national conferences. His expanded role helps ensure transparent communication and strengthens public engagement in fire prevention efforts.
