A former fiscal manager for a child protection nonprofit in Scranton, PA has been sentenced to federal prison for orchestrating a years-long scheme to steal hundreds of thousands of dollars. Angela Saar, 51, of Olyphant, received a sentence of 366 days in prison followed by three years of supervised release for wire fraud related to the theft of funds from the Children’s Advocacy Center of Northeastern Pennsylvania (CAC/NEPA), where she was employed from 2018 to 2022.

During her employment at CAC/NEPA, Saar used her role as fiscal manager to divert funds from the organization’s bank accounts into her personal accounts. The fraud included creating fake mileage reimbursements and unlawfully inflating her bi-weekly paychecks by several thousand dollars at a time. In total, the amount stolen from the nonprofit amounted to $411,940.11, which she has been ordered to repay as restitution.
Saar also admitted to defrauding a second nonprofit organization in Lackawanna County, for which she paid restitution before sentencing. Her actions exploited two charitable organizations that rely on public trust and funding to serve vulnerable populations, including victims of child abuse.

CAC/NEPA, a nonprofit formed in 1998, provides assessment and treatment services for child abuse and neglect victims. Saar’s theft compromised the financial integrity of an organization dedicated to serving children in crisis. The FBI’s Scranton office conducted the investigation, and the case was prosecuted by Assistant U.S. Attorney Luisa Berti. Saar must report to federal custody by June 20, 2025.
