Baltimore native and longtime public servant Otis Rolley has been named the new President and CEO of the Baltimore Development Corporation (BDC), effective June 23. Rolley, who previously held multiple senior roles in city government and national organizations, will be the first African-American man to lead the city’s economic development agency. His appointment follows the departure of Colin Tarbert.

Rolley returns to Baltimore with decades of experience in economic development, including leadership positions at the Wells Fargo Foundation and The Rockefeller Foundation. Most recently, he served as a Social Impact Advisor at Kingdom Capital. His career has included managing multi-billion-dollar investment portfolios, designing equity-focused economic initiatives, and directing philanthropic programs spanning 17 countries. Locally, Rolley was the city’s first Deputy Housing Commissioner and has also served as Director of Planning and Chief of Staff to the Mayor.
City officials and BDC’s board emphasized Rolley’s mix of deep local ties and national expertise as key qualifications for the role. His selection was made unanimously by the board, which cited his ability to connect Baltimore’s neighborhoods to broader investment strategies. The appointment comes at a critical time for Baltimore’s economy, as the city seeks to accelerate inclusive growth and attract new investment while addressing long-standing disparities.
