A federal court has issued a preliminary injunction halting the Trump administration’s plan to dismantle AmeriCorps, following legal action led by Maryland Attorney General Anthony G. Brown. The ruling, handed down by the U.S. District Court for the District of Maryland, blocks attempts to eliminate most of AmeriCorps’ workforce and cancel its contracts, restoring critical national service programs in multiple states.

Attorney General Brown, joined by a coalition of 23 attorneys general and the governors of Kentucky and Pennsylvania, filed the lawsuit in late April. They argued that the administration’s abrupt move to shut down AmeriCorps operations — affecting $400 million worth of services — violated federal law. The court agreed, finding that the administration failed to provide the required notice and opportunity for public comment before implementing the changes. As a result, more than 750 National Civilian Community Corps members must be reinstated, and all affected programs in the plaintiff states will resume operations.
AmeriCorps programs have long supported communities across Maryland and beyond by delivering educational assistance, food security, and environmental conservation efforts. The decision protects services like the Appalachian Service Through Action and Resources initiative at Frostburg State University, which aids public school students and supports food banks serving vulnerable populations. The ruling ensures these programs can continue while litigation proceeds.
