A new disclosure from the Department of Homeland Security has raised concerns about the integrity of TSA’s security watchlisting programs under the Biden administration. According to the findings, William “Billy” Shaheen, husband of New Hampshire Senator Jeanne Shaheen, was granted a blanket exemption from national security screenings after traveling with a known or suspected terrorist on three separate occasions. This revelation points to broader allegations that the program, designed to ensure air travel security, was used to benefit politically connected individuals while targeting political opponents.

The DHS report outlines how, following Senator Shaheen’s personal intervention, then-TSA Administrator David Pekoske authorized the removal of Billy Shaheen from security watchlists, including the Silent Partner Quiet Skies program. The Secure Flight Exclusion List designation meant Shaheen avoided enhanced screening typically applied to passengers flagged for security concerns. At the same time, others such as former Representative Tulsi Gabbard were reportedly subjected to increased surveillance under the same programs without adequate explanation or oversight.
Further details reveal that Billy Shaheen was first flagged during flights in July 2023 when traveling from Boston to Washington, D.C. Subsequent inquiries from Senator Shaheen’s office led to a second review after another incident in October 2023. Shortly thereafter, TSA leadership added Shaheen to the exclusion list, preventing future scrutiny. He remained exempt from standard security measures for 18 months until the designation was revoked under current TSA leadership.

The DHS findings suggest that the watchlisting programs were manipulated for political purposes, undermining the system’s intended function of impartial security enforcement.
