U.S. Customs and Border Protection officers at the Port of Philadelphia have seized nearly 300 pounds of dried opium poppy pods originating from Spain. The shipments, intercepted between May 1 and May 20, were manifested as decorative craft items but contained materials classified as a Schedule II controlled substance under federal law. Authorities estimate the street value of the seizure at approximately $30,000.

The seized shipments arrived over several days, totaling 123 separate parcels. The largest quantity—over 65 kilograms—was intercepted on May 1, with smaller amounts confiscated in subsequent batches on May 7, 13, 14, and 20. In total, the poppy pods weighed 295 pounds and 10 ounces. These packages were destined for locations across 17 states, including Arkansas, California, Colorado, Georgia, and New York. Customs officials confirmed that all seized materials would be destroyed.

Dried poppy pods, along with poppy straw and concentrate, are tightly regulated in the United States due to their morphine and codeine content—naturally occurring opiates that can be extracted and abused. The Drug Enforcement Administration classifies opium as a highly addictive narcotic, and illegal consumption methods, such as brewing poppy tea, can result in overdose or death. Importation of such substances is only legal for licensed pharmaceutical entities sourcing from approved suppliers.

This marks the second major seizure of opium poppies by the Baltimore Field Office in 2025. In February, CBP officers at Washington Dulles International Airport confiscated 250 pounds of similar material, also shipped from Spain. CBP continues to monitor incoming international cargo and mail closely, aiming to intercept illegal substances before they reach U.S. communities. In fiscal year 2023 alone, CBP reported seizing more than 1,500 pounds of narcotics daily nationwide.
