A Maryland-based investigation into misuse of federal small business contracts has concluded with a $221,000 settlement from Praetorian Shield Inc. and two of its former associates, Grady and Ranya Baker. The agreement resolves allegations that the trio fraudulently secured government contracts meant for disadvantaged businesses and funneled illegal payments to corporate executives.

Federal authorities alleged that between 2016 and 2023, Praetorian Shield falsely presented itself as both a Woman-Owned Small Business and a Service-Disabled Veteran-Owned Small Business. These misrepresentations enabled the company to win set-aside security service contracts from the Department of Homeland Security. The business was reportedly under the operational control of former Paragon Systems Inc. executives, including Grady Baker, who also instructed his wife Ranya to set up Praetorian using alternate names.
The Bakers were accused of running Praetorian as a front while Paragon, a major federal security contractor, used it to improperly access contracts for which it was otherwise ineligible. Investigators stated that the couple operated Praetorian in close coordination with Paragon leadership, effectively undermining the integrity of federal contracting programs.

Additionally, the government contended that Praetorian and the Bakers paid more than $188,000 in kickbacks to Paragon executives. Ranya Baker allegedly received $98,000 from another subcontractor, Patronus Systems Inc., as part of the scheme. These claims are part of a broader investigation that previously resulted in a $52 million civil settlement with Paragon and a $1.6 million payment from another implicated business, Athena Services International LLC and its joint venture with Paragon.
The settlement follows a coordinated effort among the U.S. Attorney’s Office for the District of Maryland, the Department of Justice’s Civil Division, and the Department of Homeland Security’s Office of Inspector General. Authorities emphasized that the case demonstrates ongoing efforts to protect federal programs and ensure that small business initiatives are not exploited for personal or corporate gain.
