The U.S. Department of Homeland Security has initiated a federal investigation into California’s Cash Assistance Program for Immigrants (CAPI) over concerns that it may have distributed benefits to individuals not legally entitled to receive them. The inquiry, led by Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) office in Los Angeles, focuses on whether ineligible immigrants unlawfully received Supplemental Security Income (SSI) between January 2021 and the present.

HSI has issued a Title 8 subpoena to the Los Angeles County Department of Public Social Services, which oversees the state program. The subpoena demands access to detailed application materials, including applicant names, immigration status, Social Security ineligibility documentation, and affidavits submitted in support of claims. The purpose of the review is to identify any cases in which federal funds were accessed by individuals lacking legal eligibility, which may constitute a violation of federal welfare laws.
The inquiry follows an April 15 directive signed by President Donald Trump, titled the Memorandum Preventing Illegal Aliens from Obtaining Social Security Act Benefits. The order tasks federal agencies with identifying and halting misuse of federal assistance programs by unauthorized immigrants. DHS is coordinating with the Departments of Labor and Health and Human Services, the Social Security Administration, and the Department of Justice to assess possible civil or criminal violations by states or local governments.
