A former Pennsylvania State Constable already facing serious charges is now accused of attempting to intimidate witnesses from behind bars. Authorities say 66-year-old Timothy Raye Heefner sent fraudulent news articles to a member of the Chambersburg community, urging their public distribution in a bid to influence individuals involved in his ongoing criminal case.

The Chambersburg Police Department began investigating on January 22, 2025, after receiving reports about two news articles circulating in the community concerning Heefner’s prior arrest. Several individuals identified as either victims or witnesses in Heefner’s earlier case—originally charged in 2023 for human trafficking and other related offenses—alerted police about the suspicious content. The articles allegedly aimed to discredit or pressure those involved in testifying against him.
Investigators later determined that the articles had been sent from Franklin County Jail by Heefner himself. He reportedly instructed a recipient outside the facility to disseminate the fabricated information, apparently intending to retaliate against or coerce the witnesses connected to his previous charges.

On May 9, 2025, Heefner was officially charged with three felony counts of intimidation of witnesses or victims. He remains incarcerated at Franklin County Jail as his legal proceedings continue. Local law enforcement emphasized a zero-tolerance stance on any form of witness tampering or retaliation during criminal investigations.
