A 32-year-old man from Hagerstown, Maryland, has admitted to sexually exploiting two young children and producing illegal images of the abuse, while also failing to register as a sex offender upon moving to the state. Harrison James Miller, a previously convicted sex offender, entered a guilty plea in federal court to two counts of sexual exploitation of a child and to committing a felony involving minors as a registered offender.

According to court records, Miller had been convicted in Pennsylvania of a similar offense involving an 8-year-old child. After serving his prison sentence, he relocated to Hagerstown in August 2022 but did not comply with registration requirements mandated by law. Authorities reported that he subsequently gained access to two children, aged 4 and 5, whom he abused over several months.
Law enforcement launched an investigation after one of the victims disclosed the abuse to his mother. A search of Miller’s mobile phone revealed a password-protected folder containing exploitative images of the minors, corroborating the allegations. Miller was arrested and charged following the discovery.

Federal prosecutors noted that Miller faces a mandatory minimum sentence of 25 years in prison and could receive up to 80 years, in addition to potential lifetime supervision following his release. Sentencing is set for July 25, 2025, before U.S. District Judge Brendan A. Hurson in Baltimore.
This case is part of Project Safe Childhood, a federal initiative targeting child sexual exploitation through coordinated law enforcement efforts. The investigation involved the FBI, the Washington County State’s Attorney’s Office, and the Hagerstown Police Department.
