According to police, the first incident occurred on February 25 along the outer loop of Interstate 495 near the Woodrow Wilson Bridge, where a driver reported having a firearm pointed at them by a suspect in a gray Jeep. Maryland State Police later identified the suspect as 34-year-old Perry Ellis Barmore of Alexandria, Virginia. He was arrested after a search of his residence uncovered a loaded handgun, and he was released to home detention in mid-March.

Barmore was later linked to a second, unrelated incident from August 24, 2024, near Maryland Route 202 and White House Road. In that case, a victim reported that a shot was fired at him during a road rage altercation involving a gray Jeep. As with the earlier incident, the victim was unharmed.
