Keycy Robinson Alexis Barrera-Rosa, 23, was arrested on April 5 in La Plata, Maryland. Authorities say Barrera-Rosa is facing charges for the murder of 23-year-old Lesbia Mileth Ramirez-Guerra, who was also a Guatemalan national. Barrera-Rosa had previously reported Ramirez-Guerra missing to the Charles County Sheriff’s Office on March 31. ICE detained him during that encounter and later served him a notice to appear. Local officials formally charged him with first-degree murder on April 18.

Barrera-Rosa is currently being held at the Farmville Detention Center in Farmville, Virginia, awaiting extradition to the custody of the Charles County Sheriff’s Office. ICE officials emphasized that the arrest underscores their commitment to public safety by targeting individuals considered threats within U.S. communities.

Also arrested in connection with the case is Barrera-Rosa’s uncle, Rolvin Eduardo Barrera-Barrera, 37. He has been charged with accessory after the fact of murder and is being held without bond at the Charles County Detention Center. ICE placed an immigration detainer on him the same day he was arrested. Both men were originally apprehended by the U.S. Border Patrol near El Paso, Texas, on April 10, 2019, and each was issued a notice to appear before a Department of Justice immigration judge.

Authorities continue to encourage the public to report crimes or suspicious activity involving noncitizens. ICE’s Baltimore field office remains active in coordinating with local agencies to pursue criminal cases with immigration implications.
