Federal prosecutors said the operation ran from 2021 through early 2024 and included at least 15 named co-conspirators who helped funnel stolen funds through a network of fake businesses and manipulated bank accounts. The victims of the scheme included a wide range of public and private sector entities, such as a medical center, school district, county government, and even an environmental trust. The goal of the conspiracy was to hide the origins and beneficiaries of the fraudulently obtained money through elaborate financial maneuvers.

Osenmwenkhae oversaw the formation of limited liability companies used to open bank accounts that served as vehicles for the fraudulent proceeds. He also managed the division of laundered funds among the conspirators, giving directions on how and where the money should move. Authorities noted that encrypted messaging platforms were used to coordinate the criminal activities, making the scheme more difficult to detect and trace.

A sentencing hearing is scheduled for June 30, 2025, in U.S. District Court, where Osenmwenkhae could face up to 20 years in federal prison. The final sentence will be determined based on federal sentencing guidelines and statutory considerations. The investigation was led by multiple federal agencies, including Homeland Security Investigations, the Internal Revenue Service, the Environmental Protection Agency’s Office of Inspector General, and the Department of Defense’s Criminal Investigative Service, with support from several Maryland county police departments.
