A prominent Baltimore attorney was sentenced this week after being convicted of attempting to extort millions from a major medical institution. Stephen L. Snyder, 77, received a sentence of three years of probation, including six months of home confinement, for one count of attempted extortion and seven counts of violating the Travel Act. The sentencing follows Snyder’s November 2024 conviction after a nine-day jury trial in U.S. District Court.

According to trial evidence, Snyder sought a $25 million personal payout from the University of Maryland Medical System (UMMS) between January and September 2018. He represented two clients alleging injury after organ transplants at the University of Maryland Medical Center (UMMC), and he threatened to damage the transplant program’s reputation unless the payment was made to him independently of any client settlement. Snyder’s threats included a media campaign with a front-page newspaper ad, a press conference, online search ads redirecting users to his law firm, and video commercials accusing the hospital of unethical medical practices.

The campaign was falsely premised on claims that UMMC deceived patients into accepting diseased organs. Snyder attempted to mask the payment under a fabricated consulting agreement. Some of these tactics were directly shown to attorneys for UMMS during meetings, including one on August 23, 2018, which was secretly recorded by federal authorities using hidden cameras.

The case was investigated by the Federal Bureau of Investigation’s Baltimore Field Office and prosecuted by Assistant U.S. Attorneys Matthew P. Phelps and Evelyn L. Cusson. U.S. Attorney for the District of Maryland Kelly O. Hayes emphasized the efforts of federal law enforcement in uncovering Snyder’s scheme, which sought to leverage his legal position for personal financial gain at the expense of a healthcare institution.
