The Social Security Administration (SSA) has announced updated identity proofing procedures aimed at strengthening the security of its services and safeguarding Social Security records. Beginning April 14, 2025, individuals unable to use their personal my Social Security account will be required to verify their identity in person for certain services, although exceptions apply for Disability Insurance, Medicare, and Supplemental Security Income (SSI) applications. These changes reflect the SSA’s ongoing efforts to protect millions of Americans from fraudulent activity.

Applicants for Social Security Disability Insurance (SSDI), Medicare, and SSI who cannot use an online account will be able to complete their claims entirely over the phone without visiting an office. However, individuals applying for Retirement, Survivors, or Auxiliary (Spouse or Child) benefits who cannot access their online account will need to verify their identity either online or in person. Exceptions to the in-person requirement will be granted for dire-need situations, such as terminal illness or prisoner pre-release cases, with a process under development to document and approve these exceptions.
SSA also announced that individuals who are unable to use their online account to change direct deposit information for any benefit will need to visit a Social Security office or call 1-800-772-1213 to schedule an in-person appointment. For those applying for Retirement, Survivors, or Auxiliary benefits, the agency recommends scheduling an appointment to initiate and complete the application process in one visit.

To support these changes, the SSA has required nearly all employees, including frontline staff, to return to in-office work five days a week. This measure ensures adequate staffing to manage the updated in-person identity proofing process. Additionally, SSA plans to implement the Department of Treasury’s Bureau of Fiscal Service’s Account Verification Service (AVS), which offers real-time bank verification to prevent fraud associated with direct deposit changes. These measures are part of SSA’s continued commitment to protecting program integrity while maintaining quality customer service.
