The Kremlin confirmed that negotiations centered on maritime safety, referencing past agreements that had failed to meet Russian expectations. While the U.S. proposed a broader 30-day ceasefire earlier this month, Russia’s focus on the Black Sea suggests hesitation in agreeing to a larger pause in fighting. Ukrainian President Volodymyr Zelensky has previously called for an air and sea truce to facilitate exports and improve security.
European leaders remain skeptical about Russia’s willingness to negotiate in good faith, citing President Vladimir Putin’s unchanged demands, which include Ukraine formally abandoning NATO ambitions and ceding control of occupied territories. Meanwhile, U.S. President Donald Trump has expressed optimism about the discussions, commending Putin’s engagement in the process.
The Kremlin also reiterated its commitment to a 30-day pause on attacks against Ukrainian energy infrastructure, despite accusations from Kyiv that Russia has continued targeting critical facilities. Further talks between U.S., Russian, and Ukrainian officials are expected to continue in Riyadh as diplomatic efforts progress.
