The meeting will begin at 8:00 AM with an invocation, the pledge of allegiance, and a citizen participation session, allowing residents to address commissioners on county-related concerns. Note that the citizen participation session will not be broadcast. Editor’s Note: RFHC has an outstanding Public Information Act request for the new policy regarding citizen participation. The commissioners will then review and approve minutes from the February 25, 2025, meeting before proceeding with individual reports and comments. Among the notable items on the agenda are the renewal of a contract for laboratory services related to water and wastewater testing, cooperative purchases for police vehicle equipment, and a sole-source procurement for a firefighter air fill station.

Public hearings scheduled for the session will address proposed modifications to the county’s 9-1-1 fee and a cross-connection control ordinance for water quality. The commissioners will also consider the fiscal year 2026 solid waste budget and review a conservation easement proposal under the Schofield Conservation Reserve Enhancement Program. Other financial matters include a discussion on the default of terms in a financial incentive agreement with Fabricated Extrusion Company, LLC, and approval to submit grant applications for school-based health centers and problem-solving court initiatives.

Later in the session, commissioners will deliberate a supplemental easement for Potomac Edison, a fiscal year 2025 budget adjustment, and staff comments before moving into a closed session to discuss personnel matters, including employment evaluations, staff compensation, and appointments to county boards.

Following the daytime meeting, commissioners will reconvene for an evening session at 6:00 PM in Funkstown, Maryland, where they will hear from town leaders, provide county administrative updates, and allow for another round of citizen participation.
