A Maryland woman has been convicted in a large-scale insurance fraud scheme that involved falsified life insurance applications, forged signatures, and concealed funds. Maureen Wilson, 77, of Owings Mills, was found guilty by a federal jury of conspiracy to commit insurance fraud, wire fraud, money laundering, and filing false tax returns. The scheme, which she operated with her husband, James Wilson, involved securing over 40 life insurance policies under fraudulent pretenses, with total death benefits exceeding $20 million.

According to evidence presented at trial, the Wilsons misrepresented applicants’ health and financial status to obtain the policies. They then manipulated policy ownership and beneficiary designations using forged documents and nominee-controlled entities. In addition to defrauding insurance companies, Maureen Wilson also solicited investments under false pretenses to fund policy premiums. She further concealed the fraudulent proceeds by transferring them through multiple bank accounts, including those registered under various trusts.

Wilson also failed to report her fraudulent income, omitting approximately $5.7 million in 2018 and $2 million in 2019 from her tax returns. She was convicted of multiple charges, including conspiracy, mail fraud, wire fraud, money laundering, and tax fraud, but was acquitted on one count of mail fraud. Sentencing is scheduled for June 20, and she faces up to 20 years in prison for each fraud and money laundering charge, as well as up to three years for each false tax return count.
The case was investigated by IRS Criminal Investigation, with support from the Maryland Insurance Administration and the Maryland Office of the Attorney General. It was prosecuted by Assistant U.S. Attorneys Matthew Phelps and Philip Motsay, alongside Justice Department Tax Division attorneys Shawn Noud and Richard Kelley.
