The case stemmed from an October 28, 2023, incident in Riverdale Park, Maryland, when an officer working secondary employment as a security guard at a restaurant was alerted to Manuel’s presence. Employees reported that Manuel had attempted to enter the establishment while carrying a fanny pack suspected of containing a firearm. Later that night, two patrons accused Manuel of brandishing a weapon and making threats in the parking lot, prompting law enforcement intervention.

Officers located Manuel outside the restaurant and observed him attempting to flee. A brief foot chase ensued, during which Manuel discarded the fanny pack. Officers detained him and recovered the bag, which contained a loaded Glock model 21 .45 caliber pistol with eight rounds of ammunition. As a convicted felon, Manuel was prohibited from possessing firearms or ammunition under federal law.
