The U.S. Department of Agriculture (USDA) announced that approximately 12,600 households in 14 Kentucky counties affected by recent severe storms, flooding, and straight-line winds could be eligible for food assistance through the Disaster Supplemental Nutrition Assistance Program (D-SNAP). The relief program aims to help families cover grocery expenses as they recover from the disaster.

D-SNAP provides temporary food assistance to households that may not typically qualify for SNAP benefits but meet specific disaster-related criteria, including income limits and disaster-related expenses. Kentucky will operate both virtual and in-person D-SNAP applications from March 5 to March 7, 2025, in the eligible counties of Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Letcher, Martin, Owsley, Perry, Pike, and Simpson. Households that qualify will receive one month of benefits, equivalent to the maximum monthly amount for a SNAP household of their size, to purchase groceries at authorized retailers.

The USDA is also allowing current SNAP participants in 22 counties to use benefits to buy hot foods and prepared food products through March 27, 2025, to address immediate food needs. Additionally, USDA has waived the 10-day reporting requirement for food losses due to power outages in affected areas. For existing SNAP households in the 14 approved counties, supplemental benefits will automatically be issued to bring their allotments up to the maximum amount if they do not already receive it.
The USDA is collaborating with Kentucky state officials and local partners to expedite various assistance programs. The department has previously announced waivers and flexibilities across farm service, nutrition, and community support initiatives to aid disaster recovery. These efforts include accelerating insurance payments and offering additional support to agricultural producers, communities, and businesses impacted by the storms.
