The Washington County Republican Central Committee has selected Randal “Randy” A. Leatherman as its nominee to fill a vacant seat on the Board of County Commissioners. The committee met on Thursday, February 27, 2025, and formally recommended Leatherman’s appointment to the governor, who now has 15 days to confirm the selection. The vacancy follows the resignation of Wayne Keefer, a three-term commissioner who stepped down on February 21.

Leatherman brings extensive experience in public safety and community service, making him a strong candidate for the role. He has a background in military service and has dedicated years to coaching and volunteering in the community. A known conservative, he and his wife, Barb, are well-regarded for their generosity and commitment to Washington County. The committee expressed confidence in his ability to serve the county effectively.
Per Maryland law, when a county commissioner resigns, the local party committee must nominate a replacement from the same political party. The governor is then responsible for appointing the nominee within 15 days, pending confirmation while the Maryland Senate is in session. If confirmed, Leatherman will serve the remainder of Keefer’s term.

Keefer, who has served as a commissioner since 2016, cited personal and professional commitments as his reason for stepping down. His resignation concludes nearly a decade in county government.
