The GAO report, covering fiscal years 2018 through 2022, found that no federal program is immune to fraud. The analysis was based on investigative data, reports from Offices of Inspectors General (OIGs), and fraud cases confirmed by the Office of Management and Budget (OMB). The estimates also align with assessments from international fraud experts. Trump has long advocated for reducing wasteful government spending and has used the report to reinforce his position.
The report also highlighted weaknesses in current fraud detection efforts, citing inconsistent data collection and reporting across federal agencies. The GAO recommended that the OMB establish standardized guidelines to improve fraud estimation and that the Treasury Department prioritize high-risk programs to curb financial losses. Trump and his supporters have seized on these findings as evidence that fraud is a serious and costly issue in government spending.

While the OMB acknowledged the need for better fraud data collection, it disputed the GAO’s overall estimate. The Treasury Department, however, agreed to explore ways to enhance fraud detection.
