A new executive order issued by President Trump aims to significantly reduce the size of the federal workforce by limiting hiring and implementing workforce reductions. The directive, titled the “Department of Government Efficiency Workforce Optimization Initiative,” mandates a strict hiring ratio of one new employee for every four departures while exempting positions related to public safety, immigration enforcement, and law enforcement. The order also prioritizes eliminating non-essential offices and initiatives, including diversity, equity, and inclusion programs.

Under the initiative, each federal agency is required to develop data-driven hiring plans in coordination with designated Department of Government Efficiency (DOGE) Team Leads. These officials will oversee hiring decisions and submit monthly reports to the United States DOGE Service (USDS) Administrator. Additionally, agencies must prepare for large-scale reductions in force (RIFs), which will target temporary employees, reemployed annuitants, and positions not mandated by statute or law. The plan aligns with the administration’s broader efforts to restructure federal hiring practices and streamline government operations.
The executive order also directs the Office of Personnel Management (OPM) to revise federal employment suitability criteria, incorporating new requirements such as compliance with legal obligations, adherence to nondisclosure agreements, and accountability for government resources. Furthermore, agencies must submit reports identifying statutory requirements for their existence and evaluating whether any subcomponents should be eliminated or consolidated. The USDS Administrator will assess the order’s implementation and recommend potential modifications within 240 days.

Exemptions to the order are limited, with agency heads permitted to waive provisions only for positions necessary to national security, homeland security, or public safety. The directive does not apply to military personnel, and the Director of OPM may grant additional exemptions as deemed necessary. The administration asserts that these measures will enhance government efficiency and reduce unnecessary expenditures. The order is set to be implemented in compliance with existing laws and budgetary constraints.
