Thomas C. Goldstein, the sole owner of Goldstein & Russell, P.C., a law firm specializing in appellate litigation, is alleged to have engaged in various fraudulent activities between 2016 and 2023. Authorities claim Goldstein diverted legal fees owed to his firm into personal accounts, misclassified poker-related debts as legal expenses, and used firm resources to pay individuals with little to no connection to the firm. He is also accused of failing to report or understating significant gambling income on his tax returns while neglecting to pay taxes owed for several years.
In addition to the tax-related charges, Goldstein is accused of submitting false mortgage applications in 2021 to secure a $1.98 million loan for a $2.6-million home in Washington, D.C. Prosecutors allege that he omitted more than $14 million in liabilities on these applications, including debts on promissory notes and unpaid taxes.

If convicted, Goldstein could face significant prison time, with maximum sentences ranging from one to 30 years per count, depending on the charge. He may also face supervised release, monetary penalties, and restitution. The IRS Criminal Investigation unit and the FBI are leading the case, with prosecution handled by federal attorneys from Maryland and the Department of Justice’s Tax Division.
An indictment is not a conviction, and Goldstein is presumed innocent unless proven guilty in a court of law.
