Maryland Attorney General Anthony G. Brown has filed a lawsuit against RealPage, Inc. and several of the state’s largest residential landlords, accusing them of engaging in a price-fixing scheme that artificially inflated rental prices for thousands of residents. The lawsuit, filed in Prince George’s County Circuit Court, alleges that RealPage’s centralized rent-setting algorithms and the landlords’ cooperation in using this system violated the Maryland Antitrust Act, causing financial harm to renters across the state.

The defendants, including RealPage and six major landlords—Morgan Properties Management, Bozzuto Management, Greystar Management, AvalonBay Communities, UDR, and Highmark Residential—are accused of colluding to raise rents above competitive market rates. RealPage’s pricing algorithms, marketed as “Revenue Management” tools, used sensitive, non-public data such as tenant visit numbers to calculate rent prices designed to maximize revenue for landlords. The Attorney General’s office claims this approach forced renters to pay millions of dollars in inflated prices, exacerbating Maryland’s affordable housing crisis.
RealPage’s software also tracked and enforced compliance with the inflated rent prices it generated, further ensuring landlords adhered to the pricing scheme. The lawsuit alleges that landlords shared sensitive business data and promoted the use of RealPage’s tools to recruit other landlords into the scheme, creating a collaborative effort that disrupted competition in the rental market. The system’s impact extended beyond participating landlords, potentially raising prices for renters in the broader market.
