An extensive investigation conducted by the Hagerstown Police Department under the Maryland Criminal Intelligence Network (MCIN) has led to charges against 57 individuals involved in a retail theft operation with links to drug trafficking and violent crime. The six-month operation, known as “Operation Blue Light Special,” targeted repeat offenders, uncovered stolen goods networks, and disrupted drug trafficking organizations fueling the thefts.

Initiated in June 2024, the investigation focused on identifying individuals and networks committing retail theft across multiple stores, determining where stolen goods were being sold, and tracing connections to drug distribution organizations. As a result, law enforcement recovered approximately $15,000 in stolen merchandise and identified connections between the operation’s suspects and a homicide case in another jurisdiction. The charges include misdemeanor and felony theft, vehicle theft, drug-related offenses, and firearms possession.

The operation involved detectives and uniformed officers conducting surveillance at retail locations and monitoring known offenders. Some suspects were charged on multiple occasions, and unrelated warrants were also served during the initiative.
