HAGERSTOWN, MD News (10/11/2024) – On Tuesday, October 15, 2024, the Washington County Board of County Commissioners will hold an open session starting at 9:00 AM, covering a variety of important topics ranging from public hearings on zoning changes to discussions of local health and community initiatives.

The meeting will begin with the invocation, Pledge of Allegiance, and reports from the commissioners, followed by a public comment period where citizens can address the board. One of the early presentations on the agenda will be from the Gatekeepers of Maryland, an organization supporting the reentry of inmates into society. Bill Gaertner and Keith Roys will outline the challenges faced by formerly incarcerated individuals in Washington County and discuss the services their organization provides to assist with their transition.
Two public hearings will be held during the meeting. The first hearing will address a request for a zoning map amendment (RZ-24-002) by John and Lisa Halteman. They are seeking to apply a Rural Business floating zone to a portion of their property in order to allow for small-scale agricultural-related trades and services. The second hearing will focus on a zoning text amendment (RZ-24-003) relating to cannabis facilities in the county. This amendment proposes updated regulations governing the location and separation requirements for cannabis growing, processing, and dispensary operations.

Public health will also be a key focus of the meeting, as Dr. Maulik Joshi, President and CEO of Meritus Health, along with Beth Fields Dowdell, Director of Community Health, will present Meritus Health’s latest community health initiatives. They will highlight the hospital system’s contributions to the community, including free medical care for those in need, transportation services, and programs designed to support vulnerable residents. Additionally, Dr. James Klauber of Hagerstown Community College will recognize October as Dental Hygiene Month and celebrate the contributions of the college’s Dental Hygiene Program to public health.
Later in the session, the board will discuss funding allocations for local community organizations, as presented by Kelcee Mace, Chief Financial Officer. These funds are intended to support organizations providing vital services within the county. Andrew Eshleman, Director of Public Works, will also present revisions for the fiscal year 2025 Program Open Space plan, which helps guide the use of public land and recreational spaces in the county. Eshleman will also lead a discussion regarding a budget adjustment for Sideling Hill Overlook Park.

The meeting will also address county security and law enforcement funding, including a modification to a court security grant and the acceptance of a police recruitment and retention grant. Cody Miller from the Washington County Sheriff’s Office will present the details of the law enforcement grant, which is intended to strengthen local police staffing.
The open session will conclude with discussions on property acquisition, environmental agreements, and potential legislative items before moving into a closed session at 12:35 PM to discuss personnel and real estate matters.
