HAGERSTOWN, MD News (8/23/2024) – Starting Sunday, the Maryland Department of Transportation State Highway Administration (MDOT SHA) will collaborate with the City of Hagerstown to implement a temporary demonstration project on US 40 (Dual Highway) between N. Cannon and E. Washington. The project, scheduled for installation by Wednesday, aims to enhance safety for pedestrians and all roadway users through a series of traffic calming measures. These include lane narrowing, speed cushions, hardened centerlines, and high-visibility crosswalk markings. The improvements are intended to be in place through November, during which data will be collected to evaluate their effectiveness.

The initiative is part of a broader effort by MDOT SHA, in partnership with the nonprofit organization Smart Growth America, to implement “quick build” projects across the state. These projects target areas with a history of crashes, aiming to reduce speeds and enhance safety for all users. The City of Hagerstown received a $22,000 grant to develop this project, which focuses on addressing known safety issues on this stretch of road.

Studies have shown that traffic calming measures like those being implemented in Hagerstown can have a significant impact on safety. For example, speed cushions and narrowed lanes have been associated with a 10-25% reduction in vehicle speeds, and a 10% reduction in crashes resulting in injuries, according to the Federal Highway Administration. Furthermore, similar projects across the country have demonstrated the potential of these measures to enhance pedestrian safety and reduce the overall crash rate, according to the Maryland Department of Transportation.
This project is part of Maryland’s broader commitment to its Complete Streets policy, which seeks to create safer, more accessible streets for all users. The temporary changes in Hagerstown will help inform future decisions on permanent safety improvements in the area.
