The following is 7/27/2025 footage from Wheaton Park in Hagerstown. This is a 9 minute stitched together video used by Hagerstown Police Department as part of an investigation. This footage was previously denied through MPIA due to the active investigation, but since the investigation is now concluded the footage can be released. The footage is being released unedited to provide the missing footage which was originally denied during our coverage.

Murphy was arrested on 9/3/2025 charged with multiple firearm offenses, including illegal possession of a regulated firearm. A Nolle Prosequi (unwilling to prosecute) hearing was held 12/9/2025 by the State’s Attorney’s Office and Murphy’s case disappeared from Case Search shortly afterwards.

According to the allegations in an ethics complaint by Senator Paul Corderman, Mr. Murphy was in possession of a handgun in Wheaton Park, dropped it, and then transferred possession of the firearm to Councilmember Bell, who subsequently placed it into a vehicle. This incident was followed by a traffic stop involving Mr. Murphy, during which Councilmember Bell allegedly intervened using her title. Subsequently, in late August, Terrance Lee Murphy was charged with illegal firearm possession in relation to this event.
